Helmsley Town Council Meetings are held in the Commmittee Room of the National Park Offices on Bondgate.  Entrance is at the back by the rear car park. 

Additional Planning Meetings are usually held in the Town Council Office.

All meetings are open to the public and press.  One of the opening agenda items is public comments. If you have a question in mind it would help the council to answer it on the night if you let the clerk know a few days beforehand please. If a group is attending, please choose a representative to address the council.

Helmsley’s getting a windfall!   s106 funding

The new housing being built to the north of Helmsley market place is nearly finished – and the terms of the planning permission mean that within the next few months the developers will be paying over £46,000 to the National Park. See tab to left.

Please come along to an exhibition of proposals in Helmsley Town Hall Meeting Room on Friday 14th October to Monday 17th October anytime between 11:00am-3:00pm

The consultation closes at noon on Monday 24th October. Feedback form - click here, at the library and at newsagents in town and should be returned to Helmsley Town Council. All feedback will be sent to the NYM National Park who will decide how the funding is allocated. New legislation allows members of the public and councils to record and film meetings, though members of the public who wish not to be recorded or filmed have the right not to be.  For more information see the Policies page.

Helmsley Library

North Yorkshire County Council have made the decision that Helmsley Library will become a Community led library in 2017. This means that they are expecting members of our community will step forward to provide a management committee and volunteers to run the library. The County Council will provide 70% of what they perceive to be a fair rent and utility costs.

Over the forthcoming period the Town Council aims to ensure that there will be a board of trustees and a management committee in place to ensure that our community has a fully functioning library.

The library is far more than a place to borrow books. It provides computers to research, catch up on e mails, correspondence and accounts. It provides courses on IT, family history and more. It is a meeting place and an unofficial support for tourists.


This could be an exciting time which allows for our community to step forward to meet the challenge. Do you have what it takes to be a trustee? Are you prepared to be trained? Are you prepared to spend time on behalf of our community by helping to run our library by being a trustee, part of the management committee or working in the library?

Helmsley town


Helmsley is situated below the moors at the western end of the Vale of Pickering. It lies within a Conservation area with the North York Moors National Park boundary running through the centre.From mediaeval times it has occupied an important site at a crossroads and on a crossing point of the River Rye. The older part of the town developed around a spacious market square and is now bordered on the west by the Castle; the south by the river; and the north and east by more modern areas of development. From the Market Place radiate Church Street/High Street to the north west; Bondgate to the east; and Bridge Street and Castlegate  to the south, and these together with Ryegate and Pottergate form the residential part of the old town. 


It was built in 1900 by Lord Feversham, was formerly the Courthouse and Market and was given to the town in 1958. The ground floor is now used by the Library and has a meeting room at the back. The council does not own or run the Town Hall and does not have an office there.  See the Helmsley Town Hall page for more information and for booking.
